March 11, 2008 Monthly Board Meeting
TOWN OF GERMANTOWN March Monthly Meeting March 11, 2008 7 p.m. Members present: Chairman Jax, Supervisors Boyle, Specht, Gillespie and Michael Poe. Meeting called to order at 7:01 p.m. Pledge of Allegiance recited. Mr. Paul Curran was introduced. He is running for Judge in Juneau County. He has 22 years experience in law and is endorsed by Jerry Liberman, Court recorder. He feels he is more qualified than his opponent. Minutes of the February Meeting were read. Motion to approve the minutes was made by Supervisor Boyle. Second Supervisor Specht. Motion carried 5/0 Treasurer’s report was read. Motion to approve the reconciliation report and Treasurer’s report was made by Supervisor Michael Poe. Second Supervisor Gillespie. Motion carried 5/0 Motion to approve Resolution 2008-03 to transfer money from the General Fund to the Capital Outlay for Election voting machine, was made by Supervisor Boyle. Second Supervisor Specht. Motion carried 5/0. Motion to approve the application for and Operator’s Permit for Clark Naumann was made by Supervisor Specht. Second, Supervisor Michael Poe. Motion carried 5/0. Motion was made by Supervisor Michael Poe for 5 election Poll Workers for the April 1st election . Second Supervisor Gillespie. Motion carried 5/0. Supervisor Specht reported that the Smart Growth Committee and Planning committee would be working on a resolution to the Town Board for approval but they are still a few months away. Changes are on the website. They will be meeting March 12 at 5:30 p.m.. No sheriff report. Emergency Management-Mr. Cobbs reported that the Town would be hosting a County Wide Emergency Management Meeting March 17th at 6 p.m.. They will be discussing the Special Needs Preparedness and Someone from the State will be here to speak in NIMS. Mr. Cobbs reported that he has been investigating costs for emergency sirens. Roads- Chairman Jax reported the Board will need to get together for the yearly road trip when the snow is gone. ATV routes- Supervisor Michael Poe wanted on the agenda for discussion as the surveys are done. Supervisor Specht would like the Town to start working on a possible Ordinance to approve routes for the future. On the North Side the from the Necedah Line down to the Buckhorn Store and Café is the only place that makes sense at this time Without Clearfield there is no way to keep a route going at this time. He would like to see the Town move forward and draft an ordinance. Would like this on the agenda for next month. Supervisor Michael Poe commented that if the route stayed on 19th Ave. you would go past more residential places so the other route is a better suggestion. Supervisor Specht discussed going across County Hwy G legally. Supervisor Michael Poe questioned if legal to set an age limit. Some places allow 12 year olds. Thought maybe “Licensed Drivers”. Supervisor Boyle thought this is a good area for the “trial area” to be set. Supervisor Specht is in favor of licensed drivers only. Discuss what is enforceable. DNR enforces until on Town Roads, then rules of the road exist. Supervisor Michael Poe- Need to put together elements for next meeting. Chairman Jax- put on next month’s agenda. Zoning- Zoning Administrator Bruce reported that he has had only 2 permits for the year so far. Last week the Staff met with Mr. Curran to discuss procedures for resolutions. Mr. Pavloski has requested a staff meeting for Sand Point. Vouchers were read. Motion to approve vouchers 13174 thru 13233 and money market 574, 575 and 576 was made by Supervisor Boyle.
