Special Town Board Meeting Minutes
						
March 18, 2010
5:35p.m.—6:25p.m.

Town Officials Present:  Chairman:  William Jax.  Supervisors: 
Rosetta Boyle, David Specht, and Steven Gillespie.
Town Officials Absent: Supervisor:  Michael Poe.
Others Present:  Clerk/Treasurer: Betty Manson, Zoning Administrator: 
William Bruce, Town Worker:  Richard Martin,  and approximately 8
guests.

CALL MEETING TO ORDER:  Chairman Jax called the special board meeting
to order at 5:35p.m.

PLEDGE OF ALLEGIANCE:  Pledge of allegiance was recited by all
present.

VERIFICATION OF PROPER POSTING:  Manson verified that this meeting had
been properly posted at 3 locations within the Township.

RESOLUTION 2010-02 ADOPTION OF THE NORTHEAST JUNEAU COUNTY COMMUNITY
WILDFIRE PROPTECTION PLAN:  .  Motion was made by Jax to adopt
resolution  2010-02 Adoption of the North East Juneau County Community
Wildfire Protection Plan, 2nd by Boyle.  Roll Call Vote taken by
Manson:  Specht—Aye, Boyle—Aye, Gillespie—Aye, and Jax—Aye.   Motion
Carried.

APPROVAL OF FINAL PLAT 4TH ADDITION COPPER POINT:  Bruce stated that
4th addition to Copper Point is not a major change to the PUD and it
is has been recommended by the Planning Commission for its approval.  
Motion was made by Boyle to approve the final plat 4th Addition Copper
Point, 2nd by Jax.  Motion Carried.     

REPLACE MASTER PLAN WITH COMPREHENSIVE PLAN:  Specht stated that
Master Plan has to be in substantial agreement with the Comprehensive
Plan.  He recommends a resolution replacing Master Plan with
Comprehensive Plan.  Motion was made by Specht to have Attorney Curran
draw up a resolution replacing Master Plan with Comprehensive Plan,
2nd by Gillespie.  Motion Carried.  

MVP WATER SUPPLY:  Specht stated that the MVP water supply was
discussed at the last Planning Commission meeting—Koopman has done
research and stated that the well is not the best solution.  PC stated
that it is not in the best interest to allow businesses to fail. 
Boyle suggests helping to write the grant without giving any money. It
was suggested that Specht and Gillespie have a joint meeting with MVP.
  

SNOWPLOW TRUCK:  Jax stated that it would be in the best interest of
the town to proceed in getting a larger size plow truck.  Motion was
made by Jax to further investigate the purchase of a large snowplow
truck for the 2010-2011 snow plowing season, 2nd by Gillespie.  Motion
Carried.  

LAWN MOWER:  Jax stated that sand is hard on the lawn mowing
equipment.  Gillespie would like to see more comparisons.  Tabled.

PARKING AREA AT THE END OF 17TH AVENUE (SOUTH OF LITTLE YELLOW RIVER):
 Darrin Johnson request parking area at the end of 17th Avenue (South
of the Little Yellow River).  Gillespie stated that there is plenty of
legal parking along 17th Avenue on the West side of the road.  Motion
was made by Gillespie to leave the existing area conditions the same
on 17th Avenue (South of the Little Yellow River), 2nd by Boyle. 
Motion Carried.  

SET ROAD TOUR DATE AND SUGGESTIONS FOR PROPOSED ITEMS TO INCLUDE:  The
road tour date was set at the conclusion of the Annual Meeting that
will be held on April 17, 2010.    

 Motion was made by Boyle to adjourn the special town board meeting at
6:25p.m., 2nd by Specht.  Motion Carried. 
Chairman Jax declared the special town board meeting adjourned.
