September 17, 2009 Special Town Meeting
Town of Germantown N7560 17th Avenue, New Lisbon, WI 53950 Special Town Meeting Minutes September 17, 2009 7:00p.m.—7:35p.m. Town of Germantown Electors Present: William Jax, Fred Cobbs, Michael H Poe, Steve Gillespie, Michaele Korbein, Keith Korbein, David Specht, Rich Mazzoni, Frank Oldenhoff, Tamaya Jo Oldenhoff, Brad Pavloski, Jim Collis, Gene Homan, Adina Gillespie, Mike Dugger, Suzie Dugger, Roger Bean, and Pat Pavloski. Others Present: Betty Manson, Marion Uphoff, Richard Martin, and from Lampert – Lee & Associates—Larry Koopman and Charles Gibbons. Jax called the special town meeting to order at 7:00p.m. Jax asked everyone present to sign the attendance sheet. Pledge of allegiance was recited by all present. Manson verified that this special town meeting was properly posted at 4 locations within the township. Jax nominated Poe to be the presiding chairperson. Motion was made by Jax to have Poe be the chairperson to this special town meeting, 2nd by Cobbs. Motion Carried. Poe nominated Manson to be the clerk. Motion was made by Poe to have Manson be the clerk to this special meeting, 2nd by Bean. Motion Carried. Poe asked everyone present had picked up the notice of this special town meeting, questions & answers, and the draft resolution. He explained that the low bidder for the maintenance building was Path Contractors from Sparta with a bid of $428,341.00, low bidder for the salt/sand shed was Eagle Construction Co Inc from Wisconsin Rapids with a bid of $51,985.00 and asking to approve a contingency of $24,016.00 (5% of the total low bids). Poe continued to say that ½ of the cost would be paid by impact fees (at least $252,171.00 as more money is coming into the impact fee account as building permits are issued) Poe explained the impact fees—developers pay the Town of Germantown $1,600.00/new home and that money can be used for roads/buildings, further explaining that the impact fees must be used within a certain timeframe. Gibbons explained the proposed maintenance building: 50’ x 100’, 2—14’ x 14’ over head doors on each end to allow for vehicle drive-thru, office, mechanical room, restroom, locker room with shower, and mezzanine above this area that is heated/cooled to allow for storage of old records from the town hall. This building has a steel structure, insulated wall panels, metal roof, ceiling lights that are hi-energy florescent, using the existing well. Gibbons continued to explain the salt/sand shed: 30’ x 40’ 3-sided concrete bin with wood roof trusses. Mazzoni: What is this structure using for fire protection for the old records? Poe: The mezzanine area has 5/8” gypsum board on all interior walls. Bean: The fire rating for gypsum board is ¾ of an hour. Poe: Water presents a problem with records. Mazzoni: Building needs secondary lighting. Gibbons: Windows are also in all overhead doors to allow more natural light. Bean: Florescent lights that are 16’ high will not provide enough lighting when the town workers are working on the equipment. Poe: This could be something added and taken out of the contingency. Bean: Sees no capacity for computer hook-ups in the office area. B Pavloski: Do the impact fees have a sunset date? Poe: Explained that $186,933.00 must be spent by 2013. If the impact money is not used, it must be returned to the developer. T Oldenhoff: What are records stored on? Are any on micro-film? Manson: The Town mostly has paper records that are old and need to be preserved. None are stored on micro-film. K Korbein: Asked if additional phone lines could be installed so that building could be used for a secondary Emergency Management Operations Center. He further asked if a low temp alarm could be installed, in case the heating system fails. Poe: Very good suggestions. The Town will be proposing different toilets, as the ones that are proposed are the same ones that the Town Community Center/Town Hall currently had replaced. The Town will also be looking at a cheaper wash basin as the proposed Bradley is quite expensive. Human: Questioned the cost and energy efficient of a steel structure, when there are cheaper and energy efficient structures available. Gibbons: Checked different structures made of masonry and wood, and found that the steel structure is best and most cost efficient for its life cycle. Looking at the life cycle, metal roof will last approximately 50 years. B Pavloski: Looked at SIPS building, and was advised not to build due to the humidity problems. Cobbs: Stated that both Juneau County and Mauston Public works are constructing steel structures at the present time. He felt the steel structure was the best option. Homan: Lamination is not a problem, he stated that he was a dealer and had previously stated he was a dealer at the last town board meeting. B Pavloski: Opted to construct a steel structure, finding it to be more energy efficient. Bean: Is the locker room for both men & women? Poe stated that it is unisex bathroom and is proposing 3 separate rooms for bathroom facilities. All is being reviewed by the State. Homan: Stated that steel structures don’t offer same insulation as the SIPS structures. Motion was made by Cobbs to adopt Resolution 2009-01—BE IT RESOLVED THAT WE, The Town Electors of the Town of Germantown, Juneau County, Wisconsin, being duly assembled at the special town meeting on September 17, 2009, do hereby authorize the Town Board of the Town of Germantown, Juneau County, Wisconsin to construct a new town public works building and salt storage shed at a cost not to exceed $504,342.00, pursuant to sec 60.10(2)(f) of the Wisconsin Statutes, 2nd by Collis. Voice vote taken: Ayes—17, Nays—1. Bean: Would like the town board to take the suggestions into consideration. Gillespie: Would like to take this opportunity to thank Michael Poe for all his hard work, dedication, and knowledge that he has put into the maintenance and salt/sand shed project. The Town is lucky to have such a knowledgeable person that is willing to serve. “Thank-You” Motion Carried. Motion was made by Bean to adjourn the special town meeting at 7:35p.m., 2nd by B Pavloski.
