Special Town Board Meeting Minutes
						
September 18, 2009
5:00p.m.—5:43p.m.

Town Officials Present:  Chairman: William Jax, Supervisors: Rosetta
Boyle, Steven Gillespie, Michael H Poe & David Specht.
Town Officials Absent: None
Others Present:  Clerk/Treasurer: Betty Manson, and 4 guests.

CALL MEETING TO ORDER:  Jax called the special board meeting to order
at 5:00p.m.

PLEDGE OF ALLEGIANCE:  Pledge of allegiance was recited by all
present.

VERIFICATION OF PROPER POSTING:  Manson verified that this meeting had
been properly posted at 4 locations within the Township.

DISSCUSS AND POSSIBLE APPROVAL OF PROPOSED MAINTENANCE BUILDING AND
SALT/SAND SHED:  Poe stated that the maintenance building and
salt/sand shed was approved at a special town meeting held September
17, 2009.  All eligible electors were in favor of the maintenance
building and salt/sand shed with the exception of one.  Poe stated
that at the special town meeting several good ideas had been
recommended to the Town and will be further looked into.  The Chairman
can request change orders.  Motion was made by Poe to award
maintenance building to the lowest bidder as recommended by Lampert –
Lee & Associates to Path Contractor, LLC of Sparta for a total of
$428,341.00, 2nd by Jax.  Motion Carried.  Motion was made by Poe to
award salt/sand shed to the lowest bidder as recommended by Lampert –
Lee & Associates to Eagle Inc.  of Wisconsin Rapids  for a total of
$51,985.00, 2nd by Gillespie. Poe stated the Town will use Ѕ of the
money that is in the impact fee account (at least $252,171.00 as more
money is coming into the impact fee account).  Poe also gave the board
a time-line—First will receive a notice to proceed from Lampert – Lee
& Associates   Poe continued to say that the contractor shall complete
all site work and utility construction work except asphalt paving and
lawn restoration by October 31, 2009. The contractor shall complete
all under-slab piping for plumbing, electrical and HVAC systems and
shall complete the concrete building slab by October 31, 2009. The
contractor shall have the maintenance building fully enclosed by
November 25, 2009. The contractor shall complete the construction of
the maintenance building by January 25, 2010. The contractor shall
complete the asphalt paving and site restoration by May 30, 2010.
Specht questioned who covers the in-process insurance?   Motion
Carried.


RESOLUTION 2009-06 CREATING PUD #15 ROCK ISLAND LAKE:  Motion was made
by Boyle to adopt resolution $2009-06 creating PUD #15 Rock Island
Lake, 2nd by Jax.  Poe read Section 3—Roads.  Motion Carried.     

ADJOURN MEETING: Motion was made by Specht to adjourn the special town
board meeting at 5:43p.m., 2nd by Poe.  Motion Carried. 

Chairman Jax declared the special town board meeting adjourned.
