Special Town Board Meeting Minutes
September 22, 2011
6:30p.m.—7:25p.m.
Town Officials Present: Chairman: William Jax. Supervisors: Rosetta
Boyle, James Collis, and Steven Gillespie.
Town Officials Absent: Supervisor: David Specht arrived at 6:38p.m.
Others Present: Clerk/Treasurer: Betty Manson, Zoning Administrator:
William Bruce, EM Director: Fred Cobbs, David Dahlke: Representative
from Baraboo District Ambulance Service—from now on will be referred
to as BDAS and approximately 4 guests.
CALL MEETING TO ORDER: Chairman Jax called the special town board
meeting to order at 6:30p.m. .
PLEDGE OF ALLEGIANCE: The pledge of allegiance was recited by all
present.
VERIFICATION OF PROPER POSTING: Manson verified that this special
board meeting was properly posted at 4 locations within the township
and on the website.
RECOMMENDATION FROM PUBLIC SAFETY COMMITTEE-AMBULANCE SERVICE:
Gillespie-Chair of Public Safety Committee stated that the committee
has met twice and has determined that the Necedah Ambulance Service is
not able to meet their contract. The Committee recommends contracting
Baraboo District Ambulance Service.
DISCUSSION WITH POSSIBLE APPROVAL OF BARABOO DISTRICT AMBLANCE
SERVICE:
Gillespie: The Necedah Ambulance has dropped some of their calls which
has created an extremely long response time to our area residents.
BDAS has paramedics and will be on staff around the clock. Two
ambulances will be housed in the Town of Germantown’s Public Works
Building. The response time will be cut in half.
Dave Specht arrived at 6:38p.m.
Gillespie: The Town has a proposal of $13.40/capita or approximately
$21,466.00.
Bruce: These people are beyond EMT’s. They are Level II Paramedics.
Cobbs: The second ambulance can be used for 911; this would be
available if needed at the same time as the first one. If the Town
gets inundated with calls, BDAS will bring another ambulance if
needed.
Gillespie: On Monday, Cobbs. Jax, Bruce, and he toured the Baraboo
facility, seen equipment, met personnel, and paramedics. They have
spoken with other entities that are now served by BDAS and they are
satisfied.
Dahlke: I am a West Baraboo Trustee and in the prior years they were
assessed using equalized values, but now assessed using per capita.
He stated that the $13.40/capita that was quoted could possibly be as
low as $10.00/capita. They are a self sustaining service and will
commit two ambulances here and 24/7 staff. The response time will be
5-7 minutes. Paramedics work from 7:00a.m. to 7:00a.m.—a 24 hour
shift.
Collis: What are your operating procedures in a snow storm, will the
paramedics stay until the next shift is covered?
Dahlke: Yes, paramedics will stay as long as needed for the next
shift to arrive. There will always be 24 hour coverage.
Gillespie: This will be in two phases: A short term phase to begin
as soon as possible—two ambulances housed in the Public Works
Building, a home to rent for the paramedics. This is leased by BDAS.
Long term phase: Putting up a facility—Public Safety Building: to
include a place to house the crews with sleeping quarters; kitchen;
day room; training room. This building could possible also be used
by a police department. This could be partially funded by Impact Fees
and loans have a very low interest rate now. The Town will also check
what grants are available. Germantown is growing at a high rate of
speed: 39 new homes built this year alone.
Boyle: When would BDAS be available?
Cobbs: A realistic date could be as soon as October 7.
Gillespie: What BDAS is wanting is a commitment from the
GermantownTown Board so they can take it back to their board for their
approval.
Specht: The long term phase could possibly cost a half a million
dollars.
Boyle: This has always been in the Town’s long range plans, and now
we have the land to do it.
Gillespie: We could build for future expansion. Rating 1: EMS; 2:
Law Enforcement, and 3: Fire Protection
Specht: Does the Town have to build a building to sign the BDAS
contract now?
Gillespie: No, because we already have a climate controlled facility,
we can go ahead. The Town will hire an engineer to do plans and get
grant writers. (Cobbs will check on the availability of grants)
Korbein: Has heard that other entities have also had dropped calls
and would like the board to commit to the project.
Motion was made by Gillespie to as a board commit to enter into a
contract with BDAS for 2012 and the remainder of 2011, doing the
entire township and having BDAS as the exclusive provider, authorizing
Chairman Jax to enter into a contract with BDAS after being reviewed
by the town’s attorney, 2nd by Collis. Motion Carried.
DISCUSSION CONCEAL WEAPON LAW: Jax would like No Concealed Weapons
signs posted by all doors. Manson held up legal size sign that could
be used. Motion was made by Gillespie to authorize the posting of “No
Weapons Allowed Inside This Building”, banning concealed weapons in
all of the town’s buildings, 2nd by Boyle. Motion Carried.
DOOR LOCKS: Zoning Administrator needs a new key to the
Office/Storage room. Manson has looked into the possibility of
getting keyless entry for the outside door, as the keys are not all
working properly eliminating the use of keys, but has found that this
will not work because of the location of the door handle. Motion was
made by Jax to have the current lock re-keyed, 2nd by Boyle. Motion
Carried.
ADJOURN MEETING: Motion was made by Specht to adjourn the special
town board meeting at 7:25p.m. , 2nd by Collis. Motion Carried
Chairman Jax declared the special town board meeting adjourned
