Planning Commission Meeting April 6, 2011 Members Present: Chairman Specht, Chairman Jax, Roger Bean, J. K. Walsh Town Engineer- Larry Koopman Guests: Chris Renner, Brad Pavloski, Pat Pavloski Meeting called to order at 5:30 p.m. by Chairman Specht Chairman Specht would like the minutes to reflect that the Town Engineer, Larry Koopman is present. Mr. Renner presented the revision page for discussion to relocate lots for density. Originally O’Dell’s Bay was approved for 144 units of 52 single and 92 cluster. Now have 127 units built, 17 are unaccounted for. There are 3 residential lots along 37th St. and 2 commercial lots not counted in the PUD. Larry questioned if there is an original site plan. Nothing has been found showing the lots. Pavloski’s would like to use 3 lots of the remaining lots for Bear Paw Lake density. Dave questioned the actual density. Great Northern Timber Company is the only owner of the underdeveloped property, 17.6 acres that they are planning to donate to the Town. Bill Bruce questioned if was used for green space in the PUD. Chris Renner- haven’t found anything. There are no deed restrictions. Brad Pavloski- after they purchased they discovered that it was part of O’Dells Bay. Was everyone aware of this being in O’Dells Bay. Chris Renner- Is zoned a PUD and covenants of O’Dells Bay apply . Larry Koopman- questioned 17 units left from O’Dells Bay, 2 commercial lots not part of it. Looking at 17 lots to Copper Point 3 to Bear Paw Lake, 5 to Sand Point Lake. Dave Specht- discuss donating back to Town, green space. Chris Renner-currently 6 lots to 17 lots, adding 17 units to various locations. J.K. Walsh discussed driveways that were addressed at the last meeting. Chris Renner-we are changing density. Pat Pavloski- we would like to do everything in bulk. Chris Renner- we are trying to show what we are doing and where it is going. Roger Bean- Copper Point could stand on its own. Larry Koopman- discussed looking at changes, allowing to increase density. Water lots will be larger lots. Increased density on the water. Chris Renner- Originally approved 242 units, 138 south of G, increasing 140 south of G, adding 2 lots. If add in 17 lots- 259 total / .71 units per acre. Within 89% of ordinance guidelines. Chairman Specht- if reduce size of lots, have more green space, I am in favor Larry Koopman- where does it say we can do this. Density in one PUD to another? We have guidelines and they are recommended guidelines we have exceeded, depending on the circumstances. Chris Renner- additions will be in the PUD’s and not at neighboring edges. Brad Pavloski- there was 3-1 acre lots, then 1 -3acre lot. Can’t sell, going to trade out. J.K. Walsh questioned it this will be bermed up. Chris Renner – will probably build up. Roger Bean- this doesn’t seem to affect anyone. Chris Renner- areas affected will be near the State Park in Copper Point, Bear Paw’s will be near the road, and Lakeview Corner are good sized lots. Larry Koopman discussed developments being concentrated and having open spaces. William Bruce-Have looked into and a major change needs a public hearing. Have to review resolution to Bear Paw Lake. Lots 2,3 and 4 were taken out. Will need to be reviewed by the Town Attorney. Dave Specht- It is a major change to Bear Paw Lake and Copper Point. Larry Koopman- Lakeview Corner- need to check the records. Question where the hotel was to be. Brad Pavloski- could do as stand alones. Dave Specht- need to know what is on deeds. Larry Koopman question if Town Center allows Commercial. William Bruce- allowed as conditional use. Pat Pavloski- we have no plans to use as commercial. Roger Bean- Lots 4 and 5 are just lots? Larry Koopman- no wetlands on the plat? The corner came up with wetlands when the Town built the Shop. The State documented there are wetlands in the corner. Roger Bean-discussed Half Moon Bay, look down the road, Major change in Half Moon Bay, prairie sold as big lots. Larry Koopman – not sure you can do more than 5 lots without the PUD process. Chris Renner- this is already in a PUD and just making revision. Discuss property donated to the Town.- will need a special town meeting. Will it be used for green space. Larry Koopman questioned green space at Sand Point. Copper Point can stand alone using the density within. Discuss donation, recommended as two donations. Chris Renner-discuss certified survey maps. Land exchange circumvents local subdivision ordinance, unreviewable certified survey maps, transferring to Town to get to lot size wanted, doing by legal descriptions. J.K. Walsh- questioned lots in Sand Point. Pat Pavloski- 242 lots. Looking to modify 3 PUD’s Recap- 31.6 acres to Town. 3 separate donations. 3 lots to Bear Paw Lake. 17 Lots to Copper Point 5 Lots to Sand Point 3 separate public hearings but can be on one night. Roger Bean- at what point does the donation part come in, approve before or after approval? William Bruce -Would need to know the donation was approved before approving. Dave Specht- Could just be green space if not approved. Chairman Specht the Planning Commission needs to recommend going to a public hearing. Have to tie to the developments. Sand Point is 314 acres with .8 units per acre. Chris Renner- add legal description to Sand Point, bring it into compliance. Roger Bean- Planning Commission will meet Wednesday April 13th. Any change shall first go to Planning Commission. If substantial change goes to public hearing for the Plan Commission and Town Board. Move the public hearing to July. Discuss if plat map needed. Bear Paw and Copper point are not an issue. Sand Point is. Chris Renner- 13.7 acres north. Larry Koopman- under 11 lots. 17.9 acres all together, gives what is needed at Bear Paw Lake. Brad Pavloski- reconfigure 6.25 left. Designated green space / donated if accepted. Public Hearing May 11 5:30 p.m. Motion to adjourn made by Roger Bean. Second J.K. Walsh.
